These Cyclo made Fork End chain tension Adjusters are extremely useful if you're riding a single speed set up on forward facing rear Fork ends, as can be seen in one of the pictures.
Probably made in the post second world war years. They fit a standard English axle (3/8") and the adjustment bolt goes against the back edge of the fork end to prevent the wheel from being pulled over.
